No marriages are not in 1.19

Weren't they kind of pointless and a waste of gil in XI? Why would they continue this is XIV?

The thing is, if people are that invested in the roll play side of the game, you may as well just call it FFXIsims, and call it a day. Different strokes I suppose. Even if adding Marriages is on the list, it's definitely not a priority by any means, and won't be for a LONG time.
Personally. I like the idea. I feel it was poorly executed in FFXI though. I remember some friends of mine trying to do it back in the day and ended up being on like a year waiting list or something like that... completely uncalled for. Agreed
No game on the market (ffxi included) has really got it right yet in this department(afaik). Hopefully the nextgen MMOs will find some way to implement this in the correct manor.
