Ukrainian troops have been closing in on the separatists in Luhansk and Donetsk in recent weeks, and artillery exchanges have knocked out power and water to many areas of the cities. An artillery shell hit a high-security prison in Donetsk on Sunday, blowing a crater through a brick wall and disabling the security system. More than 100 prisoners escaped, although about a third were reported to have returned Monday.

Putin and Russian Foreign Minister Sergei Lavrov announced they were dispatching the aid convoy before Poroshenko endorsed the international agreement, suggesting the Kremlin had prevailed in its weeks-long effort to intervene on behalf of the Russian-speaking areas still marginally under separatist control.

They've been inspecting the convoys all morning.

Everything else you hear, especially from Ukraine media is just ***they make up, as usual.

If I'm not mistaken, there have been reports (and THOUSANDS of pictures) of russian military vehicles, weapons, and personnel in Eastern Ukraine... I'm curious why the Ukrainian border guards allowed those vehicles into their country, as Russia continues to deny their existence. Oh yeah, cause they weren't inspected or "allowed" to enter the country, that's called invasion. Get your head out of your Kremlin loving butt and use a little critical thinking.

KIEV, Aug 15 (Reuters) - Ukraine said its forces had attacked and partly destroyed a Russian armoured column that entered Ukrainian territory overnight, a firefight which if confirmed would mark a dramatic worsening of the conflict.

Russia's government denied its forces had crossed into Ukraine, and accused Kiev of trying to sabotage deliveries of aid, but European capitals accused the Kremlin of escalating the fighting.

Kiev and its Western allies have in the past repeatedly accused Russia of arming pro-Moscow separatist rebels in eastern Ukraine, and of sending undercover military units onto Ukrainian soil.

But if it is able for the first time to show the remains of Russian military vehicles captured or destroyed on its territory, that would give extra force to Kiev's allegations - and possibly spark a new round of sanctions against the Kremlin.

Andriy Lysenko, a spokesman for the Ukrainian military, told a news briefing that Kiev's forces had picked up a Russian military column crossing the border under cover of darkness.

"Appropriate actions were undertaken and a part of it no longer exists," Lysenko said.

Ukrainian President Petro Poroshenko briefed British Prime Minister David Cameron on the incident and told him a "significant" part of the Russian column had been destroyed, according to statement from Poroshenko's office.

Britain summoned Russia's ambassador to ask him to clarify reports of a military incursion into Ukraine.

Earlier on Friday, responding to reports that a Russian column had entered Ukraine overnight, NATO Secretary-General Anders Fogh Rasmussen said the alliance had seen what he called a Russian incursion into Ukraine.

A spokesman for Russia's border guards service was quoted by Russian news agencies as denying that any Russian military units had entered Ukraine.

In a statement issued by the Russian foreign ministry, Moscow accused Ukrainian forces of intensifying the fighting against pro-Moscow separatists in eastern Ukraine in an attempt to sabotage Russian efforts to get aid into rebel-held areas.

After Ukraine reported the firefight, Russia's rouble currency weakened against both the dollar and the euro. Russian shares were also dragged lower.

The dollar hit a three-week low against the safe-haven Swiss franc, benchmark German 10-year Bund yields fell about 4 basis points to a new record low of 0.962 percent and European stocks sold off, led by the Russia-exposed German DAX index.

I'd be willing to be that, given the Russian men's hockey team didn't medal in Sochi, he would have them thrown in a gulag with broken legs if many of them weren't internationally-known players who play in other countries the rest of the time.

Weeks of fighting have taken their toll on Luhansk, which city authorities say has reached the verge of a humanitarian catastrophe. The siege mounted by government forces has ground delivery of basic provisions to a halt and cut off power and running water links.

Although rebel forces have regularly yielded territory in recent weeks, they have continued to show formidable fighting capabilities.

Ukrainian military spokesman Oleksiy Dmitrashkovsky said Sunday that the separatists have shot down a Ukrainian fighter plane over the Luhansk region after it launched an attack on rebels. The pilot ejected and was taken to a secure place, he said.

Another military spokesman, Andriy Lysenko, later said that the status of the pilot was still being clarified.

Part of a Russian aid convoy carrying food and other supplies intended for Luhansk and other afflicted zones on Sunday headed to the section of border closest to the city, but stopped just short of the frontier crossing in the early afternoon. The convoy has been marooned for days in a town near the border amid objections from Ukraine, which initially complained that the mission was not authorized by the International Committee for the Red Cross.

The Red Cross, which would have responsibility for distributing the aid, on Saturday said the main holdup was a lack of security guarantees from all sides in the conflict.

As the status of the Russian aid convoy remained uncertain, the foreign minister of Ukraine, Russia, Germany and France were expected to meet in Berlin on Sunday over the crisis.

Rebels have been bullish about their ability to continue their battle and, in at least one case, have openly bragged of receiving support from Russia.

In a video posted online this weekend, the leader of the self-proclaimed rebel government in the Donetsk region, Alexander Zakharchenko, was seen saying new military equipment was on its way from Russia. He said the shipment included tanks and some 1,200 fighters who have undergone training in Russia. Donetsk, the main rebel-held city, is several hours drive west of Luhansk, and is also suffering through fighting including frequent shelling.

Lysenko said the government had information that separatists had received reinforcement from Russia, but added that there is evidence rebels are complaining about not receiving some of the equipment they have been promised.

Russia has consistently denied allegations that it is supporting the rebels with equipment or training. But Ukraine's president on Friday said that Ukraine had destroyed a large number of military vehicles that had recently crossed from Russia.

Please show me the article where Reuters reports that US intelligence says there are no Russian assets in Ukraine. I found a single direct mention on the subject where Reuters reports that Moscow says they aren't there, just like they said they weren't in Crimea and later admitted they were.

Ukrainian President Petro Poroshenko described the entry of the trucks without Kiev's permission as a "flagrant violation of international law."

But a senior security chief said Ukrainian forces would not attack the trucks, and had allowed them in, even without proper clearance, to avoid "provocations".

The Ukraine conflict has driven relations between Moscow and the West to their lowest level since the Cold War, with Western states imposing economic sanctions on Moscow and the Kremlin retaliating. NATO has deployed extra troops in member states bordering Russia, including the Baltic states and Poland.

Kiev called on international allies to unite in "a decisive condemnation of illegal and aggressive actions" by Russia.

Poroshenko said more than 100 trucks had crossed the border, of which only some had been checked earlier by Ukrainian officials inside Russian territory. Other Ukrainian officials said only 34 or 35 of them had been properly checked.

Repeating earlier suspicions by Kiev that the aid cargo could be somehow used to support the separatists, the foreign ministry said: "Neither the Ukrainian side nor the International Committee of the Red Cross knows the content of the trucks. This arouses special concern."

The fact that Russian vehicles had crossed into Ukraine without permission "testifies to the deliberate and aggressive character of actions by the Russian side," the ministry said.

A Reuters witness said the white-painted trucks had crossed onto Ukrainian soil and headed towards the rebel stronghold of Luhansk escorted by a small number of separatist fighters.

Mikhail Denikin, chairman of the village council in Izvarino, on the Ukrainian side of the border, stood by the road waving a large Russian flag as the trucks drove past.

"Big thanks to Russia. Our brothers did not forget us. We are brothers. That is the most important thing. We are Slavs, we are together," Denikin told Reuters Television.

A traffic police officer on the Russian side of the border, who had been escorting the aid convoy within Russian territory, said the entire convoy of about 260 trucks had crossed over into Ukraine. He said it was possible they would cross back into Russia on Friday evening after delivering their cargo.

"We consider this a direct invasion by Russia of Ukraine," Ukrainian state security chief Valentyn Nalivaychenko said in a statement to journalists.

Asked whether Ukraine would use air strikes against the convoy, Nalivaychenko said: "Against them, no."

But Ukrainian authorities said the convoy would pass through an area where the rebels were firing so its security could not be guaranteed. Interfax news agency said later that the first trucks had reached the rebel-held city of Luhansk.

The largely Russian-speaking Donetsk and Luhansk regions both declared independence after a plebiscite deemed illegal by Kiev. The regions have seen intense fighting in recent weeks as rebels have been driven back into pockets.

Moscow, which denies accusations it has given military support to the rebellion, had earlier expressed impatience with delays with the convoy which left Moscow region around Aug. 13.

"All excuses to delay sending aid have been exhausted," the Russian foreign ministry said in a statement. "The Russian side has taken the decision to act.

"We warn against any attempts to disrupt this purely humanitarian mission...Responsibility for any possible consequences of provocations ... will lie, completely and entirely, with those who are prepared to further sacrifice human lives for the sake of their ambitions and geo-political ploys."

RED CROSS DECLINES TO ESCORT

The International Committee for the Red Cross, which both Moscow and Kiev had agreed should supervise the convoy, said it was not escorting it "due to the volatile security situation".

The entry of the trucks ran counter to the arrangement agreed with the ICRC, Sebastien Brabant, spokesman for the European Union's foreign policy chief Catherine Ashton, said.

"This is a clear violation of the Ukrainian border," he said. We urge Russia to reverse its decision."

Kiev has been using troops, artillery and air power in an attempt to quell a separatist rebellion that broke out soon after Russia annexed the Crimean peninsula from Ukraine in March. The last few weeks has seen a string of rebel defeats in a conflict that has killed over 2,000 people.

Kiev and Western capitals have expressed concern that the convoy could be used as a pretext for some form of direct Russian military intervention. Russia, at odds with Kiev since popular protests drove a pro-Russian president from office, denies the suggestion as absurd.

A Reuters cameraman said it had been possible to see inside some of the vehicles on Friday. The cargoes visible consisted of cardboard boxes with tinned food, pallets of bottled water, generators and other supplies.

Poroshenko said on Thursday he would call on President Vladimir Putin to rein in pro-Russian separatists when the two men meet next week and told the Kremlin chief he had "a strong country, a strong army" behind him.

The Ukrainian and Russian presidential chiefs of staff spoke by telephone on Friday and agreed on the need for the swift completion of the aid delivery operation, Kremlin spokesman Dmitry Peskov said. It was not clear whether the conversation took place before the trucks crossed the border.

German Chancellor Angela Merkel is scheduled to visit Kiev on Saturday to show her support for Poroshenko - but diplomats say she is also bearing a message that he should consider calling a ceasefire so as not to incur a backlash from Putin.

In Donetsk pro-Russia separatist Denis Pushilin, guarded by men who identified themselves as Chechens, handed out aid --sugar, tea, canned beef and rice -- and envelopes of money to three families in a state building in the city centre. The aid, collected in Russia by Russian citizens, he said was not connected to the aid crossing the border on Friday.

"Hopefully soon we'll be able to start handing out aid to hundreds if not thousands of more families in need," he said.

Rebels brought two destroyed Ukrainian armoured personnel carriers to Donetsk's central Lenin Square to display on Sunday, when rebels plan on parading prisoners of war through the streets of the city as a counterpoint to festivities planned in Kiev as part of Ukraine's Independence Day.

After four months of fighting in the industrial, Russian-speaking eastern Ukraine, the area faces a humanitarian crisis, lacking supplies of food, medicine and clean water.
