Yeah... Except Congress still has a say in Monetary Policies set out by the FRA of 1913, and still retains the ability create and manage portions of minting procedures... but oh wait, it was Congress that created the FRA.

Yes, it actually was ratified, as it came into official federal law, on December 23rd, 1913.

I already submitted it, they refused to pay because I used fact and the Constitution as evidence. They were looking for conspiracy and youtube videos as evidence instead.

I'm actually a Canadian citizen, and the FLS seems to believe that no citizen of the US should pay anything in taxes.

It's also listed (and can be viewed on the original document) as ratified Amendment. The Proposal for the Amendment came in during the year of 1909. Any Amendment to the constitution *must* be ratified before it can go into effect. That is constitutional law, and it must be found to be constitutional by law.

It also required a minimum of 36 states in agreement to ratify it as an active amendment, however, 42 states are currently known to have signed it:
