There's this place that sells older gen consoles and such and they really sell the games for insane prices. I really am not going to buy Zelda: Ocarina of Time for $60.
I actually went in to buy a N64 with two controllers and some games but when I saw the prices of the games were more than the system ($40), I just bought 1 N64 usb controller and got an emulator with all the games I really wanted to play for free. Just ugh!
That's the problem with some stores. With my company, if I sold stuff, I would sell it reasonable prices, but usually people would just try to buy out whatever I had. Atleast I still make a decent profit and usually I don't hold onto stock.
I had a guy try to sell me the NEO GEO MVS home cart system for $500 (no games), I tried to tell the guy for that price I can not only build you an arcade supergun (or arcade cabinet) but have a legit 161 games on it.

I suppose it's easy for you to get 74xx TTL chips, you could try this one:
I made that in 2009 for using SEGA Saturn pads (without destroying them) on my arcade Supergun converter. Japanese Saturn pads are the best thing ever created for Street Fighter2-ish fighting games because it has the 6 buttons lined up and the directions are a inverted design against that of what Nintendo and SONY use on their controllers.
Also it has two shoulder buttons and start. Perfect for arcade use.
The circuit is a simple state machine which scan the buttons on both controllers and store the result in a array of four 8 bit latches. It sweeps through the controllers multiplexers at a rate of 480 bits per second (120hzx4). Each controller make four bits (4 buttons visible) in each of the four states so it latches buttons in groups of four.
The only thing that was tricky to get hold of was the Saturn controller connectors (the one on the console). I had to take one from a dead Saturn.
For Neo Geo, you can set it in a way that is of your liking by simply swapping how the wires connect from this board to the jamma connector. Simple to remap.
